The picture was taken by the Opportunity rover on Sol 348, which was in January of 2005.

It was taking images of its EDL equipment, like the heat shield, at the time.
This image was taken 6 minutes prior:

The reasonable conclusion: it's remnants of EDL equipment.
So it seems someone "found" this picture after 12 years and is making a fuss over it.
